PhD, MD, DSc, vice-rector for medical work and development of regional healthcare, Astrakhan State Medical Institute, Ministry of Health of Russia; deputy chief doctor for surgical care in the Aleksandro-Mariinsky Regional Clinical Hospital; Head of the Department of Surgical Diseases and Postgraduate Education with a Course of Coloproctology.
In 1988, he graduated from Astrakhan State Medical Institute, clinical internship in surgery. After specialization in the Research Institute of Proctology in 1990, he worked in the Clinical Hospital No. 119 of the Federal Biomedical Agency. After completing his PhD in 1997, he was invited as a teacher to the Faculty of Surgery, Russian Medical Academy of Postgraduate Education, Ministry of Health of Russia (Moscow) and as a senior research fellow to the State Research Center of Coloproctology, Ministry of Health of Russia.
Using the results of his candidate thesis entitled ‘Intestinal lavage as a method of preparation for surgical and diagnostic interventions on the colon’ (1998), he developed a new drug Lavacol®. His doctoral thesis entitled “Surgical treatment of resistant and complicated forms of ulcerative colitis” (2009) was based on his extensive surgical experience in the treatment of inflammatory bowel diseases.
After completing his doctoral dissertation, Dr. Kostenko returned to work to the Astrakhan State Medical Academy. Since 2009, he has been working as a vice-rector for education, Professor, head of the Department of Surgical Diseases and Postgraduate Education with a Course of Coloproctology, and vice-rector for medical work and development of regional healthcare.
Since 2017, Dr. Kostenko has been working as a deputy chief doctor for surgical care in the Aleksandro-Mariinsky Regional Clinical Hospital, where he organizes specialized care, including surgery, oncology, coloproctology, urology, X-ray endovascular diagnosis and treatment, etc. He is a doctor of the highest qualification category (since 2000). Dr. Kostenko has co-authored 118 research papers, including 7 patents, monographs, and federal clinical guidelines on coloproctology and surgery.
Dr. Kostenko is also a chief consultant for coloproctology of the Ministry of Health of Astrakhan region and Southern Federal District; member of the Special Commission on Coloproctology of the Expert Council, Ministry of Health of Russia; member of the working group of the Expert Council of the Social Policy Committee of the Federation Council, Federal Assembly of the Russian Federation; member of the Expert Council of the Russian Society for the Study of IBD, member of the editorial boards and councils of several journals, including ‘Coloproctology,’ ‘Astrakhan Medical Journal,’ ‘Crimean Therapeutic Journal,’ and ‘Caspian Bulletin of Medicine and Pharmacy.’ Dr. Kostenko is an excellent Healthcare Professional (2015) and Honorary Citizen of Astrakhan (2021).
